CITY OF HALLANDALE BEACH

MEMORANDUM

DATE:             May 29, 2008

TO:                  D. Mike Good, City Manager

FROM:            Mayor Joy F. Cooper

SUBJECT:     Consideration of a Resolution Encouraging Broward County to Provide Funding to Enhance Closet Unit Response as well as Codifying a Standard Service Level Agreement

______________________________________________________________________

The voters of Broward County approved, by referendum, a County Charter Amendment in 2002 directing Broward County to provide funding for the communications infrastructure in order to facilitate closest unit response for life-threatening emergencies.

The Broward County Sheriff’s Office (BSO) and several Broward cities are cooperatively working to establish a county-wide interoperable public safety intranet that can support closest unit response in life-threatening emergencies and regional specialty teams.

A standardized Inter Local Agreement between the BSO and outside agencies regarding communications is in the best interest of the residents of Broward County and those agencies that provide emergency services in Broward County and will insure communality of communication software, hardware, and services among those entering into the Inter Local Agreement.  A common software and hardware configuration having Fire and Law Records Management Systems would expedite closest unit response and facilitate the radio interoperability and information sharing of the BSO Central Dispatch Center and City public safety data users.

I recommend the City Commission support this initiative by adopting a Resolution encouraging Broward County to provide funding to enhance closest unit response within and outside of Hallandale Beach, as well as codifying a standard service level agreement.

Please place this item on the June 4, 2008 City Commission agenda for discussion.
