SUBJECT:     Consideration of an Ordinance Creating a Hallandale Beach Code of Ethics to be Supplemented by a Code of Ethics Manual. CAD# 012/07

PURPOSE:

To consider an Ordinance creating a Hallandale Beach Code of Ethics to be supplemented by a Code of Ethics Manual.

BACKGROUND/DISCUSSION:

As a follow up to a comment from Mayor Cooper that a City Code of Ethics would be beneficial to the City, the City Commission held a Special Meeting on April 11, 2007 to discuss creating a Code of Ethics Ordinance and Manual.  Staff was directed to prepare the requisite materials which would be applicable to the Commission, City Manager, staff, members of Boards and Committees and other organizations.  Following this Special Meeting, the Commission at several subsequent Commission meetings also directed topics for inclusion.  Further, on August 21, 2007 a Workshop was held for the City Commission and Board and Committee members regarding Parliamentary Procedures and Ethics.

Based on City Commission directives and discussions and following the August 21, 2007 Workshop, the City Attorney’s Office has completed a draft Ordinance and the City Clerk’s Office has prepared a draft Code of Ethics Manual to supplement the Ordinance.  The documents comprising the draft Ordinance and supplemental manual are provided to the Commission for review and comment.

RECOMMENDATION:

The City Commission consider an Ordinance creating a Hallandale Beach Code of Ethics and a supplemental Code of Ethics Manual.
