SUBJECT: Integrated Water Resource Plan – Water Management Project Grant Application
PURPOSE:
Adopt a resolution authorizing an application for financial assistance with Broward County’s Environmental Protection Department – Water Resources Division through the Integrated Water Resources Plan (IWRP) – Water Management Project Grant Program.
BACKGROUND:
The Broward County Water Resources Division, which is a division of Broward County’s Environmental Protection Department, has implemented a grants program to assist utilities in their efforts to meet water resources needs and to improve water resource management. The program provides up to 50% funding for feasibility studies and designs of projects that support more efficient use of local water resources.
DISCUSSION:
The City of Hallandale Beach is planning ahead to meet the challenges of water supply in this growing community. In an effort to be proactive, the City contemplates conducting a study that will evaluate a cost-effective strategy to meet future water supply needs. Specifically, the City proposes to use water in the aquifer below Chaves Lake to recharge the City’s wellfields and combat salt water intrusion.
The cost for the first phase of this feasibility study is an estimated $50,000, of which the City would pay 50% or $25,000. Matching funds will be taken from the Water Fund per City Manager discretion.
The deadline for grant application was November 19, 2007. Because there was very limited advance notification given, staff submitted an application for the grant and is seeking Commission authorization to confirm the application.
RECOMMENDATION:
1) Adopt a resolution authorizing an application for financial assistance with Broward County’s Environmental Protection Department - Water Resources Division – through the Integrated Water Resources Plan (IWRP) Water Management Project Grant Program; and,
2) If approved, authorize the City Manager to execute the funding agreement and implement the funding, including the establishment of appropriate accounts.
