SUBJECT: Presentation of the City of Hallandale Beach Strategic Plan Report by Florida Atlantic University (FAU) - CMD #03/011
PURPOSE:
To present the City of Hallandale Beach Strategic Plan Report and seek City Commission approval of said report.
BACKGROUND:
Strategic Planning is an important management tool that will help guide the City now and into the future. It helps determine where an organization is going over the next year or more and how the organization is going to achieve its goals and objectives.
The City Commission on January 17, 2006 authorized the City Manager to enter into a contract for Professional Services with Florida Atlantic University (FAU) to develop a Citywide Strategic Plan. Under the direction of Dr. Leslie Leip and Dr. Clifford McCue, numerous workshops, meetings and surveys have been conducted over the past year and a half.
DISCUSSION
Attached is Florida Atlantic University (FAU)’s Final Strategic Plan Report for distribution. The City’s Strategic Plan Performance Measurement Initiative consisted of the following:
· Examination of management/planning documents;
· Identification of strengths, weaknesses, opportunities, and challenges
of the City;
· Conducting of workshops with department managers, employees, and elected officials to evaluate the City’s current mission statement, vision statement, and goals;
· Administration of citizen surveys (to assess important services and needs);
· Administration of local business surveys (to assess important services and needs);
· Formulation of Goals and Strategic Performance Outcomes.
Based on the gathering and analysis of this information, Dr. Leslie Leip and Dr. Clifford McCue concluded that the City has six strategic goals which should guide the City in establishing directional courses to guide short and long-term planning processes. They are as follows:
1. To have an efficient, affordable, safe and environmentally friendly local and regional transportation system serving the City of Hallandale Beach;
2. To have the City’s significant natural resources and features including the shoreline areas, landscapes, trees, and heritage sites protected to enhance the quality of life of residents and visitors, for present and future use;
3. To ensure that the City of Hallandale Beach maintain a sustainable community with a healthy balance of residential, commercial and light industry that provides a mix of local employment opportunities and a wide array of amenities and services locally;
4. To have a livable community;
o Where residents feel, and are, safe;
o Where shopping areas and neighborhoods are pedestrian friendly;
o That offers quality, affordable leisure and educational opportunities and activities for citizens of all ages;
o That citizens and businesses enjoy living and working in
5. To have a local government that is;
o Accountable and accessible;
o Effective and efficient;
o Open in its operations;
o Communicates with the public in a meaningful manner; and contributes to a well informed, involved, and proud citizenry.
6. To strive for the effective management of human resources, the optimal use of tangible assets, and the efficient and appropriate financial management and expenditure of funds.
Details of these goals are provided in the attached report. The report also contains the results of both the citizen and business surveys.
Once the report is approved it will be distributed to Department Directors and made available to all employees. It will also be posted on the City’s website and made available to the public.
RECOMMENDATION:
The City Commission approve the final report and its distribution to residents, businesses, staff and community organizations.
