SUBJECT:     Hurricane Katrina: City Coordinated Relief Efforts - Donation, Rescue Vehicle 590 CAD# 045/05

PURPOSE

Staff requests the Hallandale Beach City Commission authorize the donation of Rescue Vehicle 590, a 1996 Freightliner Rescue Vehicle, to Forts Lake - Franklin Creek Volunteer Fire Department, a Mississippi Volunteer Fire Department ravaged by Hurricane Katrina.

 

BACKGROUND

Rescue Vehicle 590 was replaced on March 28, 2007.  The rescue vehicle was used for six years as a front-line vehicle and has operated as a backup rescue truck for the last five years.  The vehicle has close to 100,000 miles and countless idling hours of use.  Typically, when a city vehicle is replaced, the retired vehicle is posted on the internet and auctioned off.  The last rescue vehicle auctioned sold for $3,800 in 2005.  If vehicle 590 was auctioned at this time, we estimate the net value would be between $4,000 and $6,000.

 

Hurricane Katrina caused significant damage to the Gulf Coast in August 2005.  The City of Hallandale Beach reached out to the affected area and sent a relief team with donations to the needy.  Staff has identified a volunteer fire department located on the Mississippi Gulf Coast who suffered massive damage to structures, vehicles, and equipment during Hurricane Katrina.  Rescue Vehicle 590 would greatly enhance Forts Lake-Franklin Creek’s ability to provide service to their citizens.  Fire staff has committed to volunteer time and expenses to transport the vehicle to Forts Lake-Franklin Creek.

 

In accordance with Chapter 23, Section 23-33, Hallandale Beach Code of Ordinances, any surplus property that will not be sold but disposed of in another manner, including a donation, should be brought to the City Commission.

 

RECOMMENDATION

Staff recommends the City Commission approve the donation of Rescue Vehicle 590 to Forts Lake-Franklin Creek Volunteer Fire Department and authorize the City Manager to execute necessary documentation.
