SUBJECT:     Agenda Request

 

 

 

I have a serious concerns over City Commission involvement in our bidding, RFP and RFQ process.  During our protocol meeting I had suggested that our commission be very cautious with their involvement in the bids, RFP and RFQ process.  As commissioners, we should not be perceived as lobbying for firms, influencing staff, placing undue pressures on the process or interfering with day to day business operations.

 

When I proposed the lobbying ordinance we had a long discussion on a cone of silence.

Staff wanted a full cone.  It was my understanding that at that time consensus was reached that commissioners would be able to speak with applicants and prospective firms after the item was placed on the agenda for consideration.  This would afford us the opportunity to conduct research as well as afford the outside party a forum to discuss their concerns over the selection process without violating protocol.  It is a part of the existing lobbying ordinance.

 

I would like this topic placed on the agenda for discussion and clarification to include the selection committee process.  Please have staff provide back up including the ordinance and any other information and research that may be helpful.
