SUBJECT: Pursuant to Chapter 23, Section 23-104, Hallandale Beach Code of Ordinances, Recommendation to Award RFP# 2006-2007-002, Citywide Master Plan and Implementation Strategy - CAD# 018/06
PURPOSE:
Request Commission approval to award RFP# 2006-2007-002, Citywide Master Plan and Implementation Strategy to EDAW, Inc., to provide the necessary studies and consulting services in order complete a Citywide Master Plan and Implementation Strategy for the City of Hallandale Beach.
BACKGROUND:
To ensure development within the City takes into consideration the best interests of our community, the City Commission directed the City Manager to complete a Citywide Master Plan and Implementation Strategy. Accordingly, staff issued a Request for Proposal (RFP) for a Citywide Master Plan and Implementation Strategy on April 15, 2007, with deadline for submittal of Friday, May 25, 2007. Ten firms responded to the RFP and their proposals were evaluated and ranked by staff.
DISCUSSION:
On June 13, 2007 an evaluation committee, comprised of representatives from the departments of Public Works/Utilities and Engineering, Development Services, Community Redevelopment Agency (CRA) and the City Manager’s Office, met to review the proposals received in response to the subject RFP. While the ten proposals varied in the approach to complete the tasks described in the RFP, the types of firms that submitted proposals generally fell into three different categories: Engineering/Planning, Urban Design/Planning and Architecture/Design.
The evaluation of the RFP’s considered the firms’ ability to meet the scope of services, as well as their ability to perform based on: professional personnel; past performance; willingness to meet time requirements; and recent, current and projected workloads. Of the ten proposals received and reviewed by staff, the evaluation committee recommended the following firms be selected to participate in an interview process with the Master Plan Selection Committee:
Based upon the above referenced selection criteria these three firms not only represented the strongest of proposals, but also represented the three different types of firms that responded to the RFP.
To ensure the City would be getting the best possible product and that the selection process would be unbiased and supported by experience, staff invited two professionals in the field of Planning and Zoning: Mr. Jay Epstein, Director of Planning and Zoning for the City of Hollywood, and Ms. Joann Carr, Director of Planning and Zoning for the City of Aventura, to participate in the Master Plan Selection Committee. Thereafter, the Master Plan Selection Committee, comprised of the Planning Directors from both the City of Aventura and the City of Hollywood, along with staff from the departments of Public Works/Utilities and Engineering, Development Services and the City Manager’s Office interviewed the aforementioned candidates on June 28, 2007. As part of the interview process each firm was given approximately 40-45 minutes to present their project team and proposed approach with approximately 15-20 minutes of questions from the Master Plan Selection Committee. Based upon the evaluation criteria established by the RFP, Staff prepared a scoring chart with general questions to assist the Committee with questions and scoring.
Based upon the RFP evaluation criteria, Staff’s interviews and scoring of the Master Plan Selection Committee, EDAW, Inc. was recommended as the finalist to be awarded RFP 2006-2007-002 to complete the Citywide Master Plan and Implementation Strategy.

Staff also recommended that the finalist interview with the City Manger prior to formal recommendation to the City Commission. On July 2, 2007 the City Manager along with staff from Development Services held an additional interview with EDAW, Inc. at which time the City Manager confirmed the Master Plan Selection Committee’s recommendation.
RECOMMENDATION:
Pursuant to Chapter 23, Section 23-104, Hallandale Beach Code of Ordinances, authorize
the City Manager to award RFP# 2006-2007-002, Citywide Master Plan and
Implementation Strategy to EDAW, Inc., in an amount not to exceed $250,000 to
provide the necessary studies and consulting services in order complete a
Citywide Master Plan and Implementation Strategy for the City of Hallandale
Beach. Furthermore, authorize the City Manager to execute all necessary
documents and, should it be needed, to extend the contract for subsequent periods
of time in the best interest of the City.
