SUBJECT:     A Resolution of the City of Hallandale Beach, Florida, Authorizing an Application for Financial Assistance under the 2007-2008 Florida Inland Navigation District (FIND) Waterways Assistance Program for Phase II of the Public Marina Dock Project  CAD# 031/03

 

 


PURPOSE

 

Consideration of Adopting a Resolution of the City of Hallandale Beach, Florida, Authorizing an Application for Assistance under the 2007-2008 Florida Inland Navigation District Waterways Assistance Program for Phase II of the Public Marina Dock Project. 

 

BACKGROUND

 

On September 2, 2003, the City Commission authorized staff to pursue providing public dockage on the Intracoastal Waterway adjacent to the Three Islands Fire Station.  On March 16, 2004, the City Commission approved a Resolution authorizing application for the FIND grant for Phase I of the marina project, which encompasses preliminary engineering and permitting.

 

DISCUSSION

 

The FIND Assistance Program is funded from the fees boaters pay for licenses throughout the State of Florida.  Staff successfully submitted an application last year for Phase I and received grant funds in the amount of $27,000 with a dollar for dollar City match.  Since the City Commission previously authorized a Resolution for Phase II of the project, staff has submitted a grant application in the amount of $840,989 for Phase II of the project under the 2007-2008 FIND Waterways Assistance Program. Following submittal of the grant request, staff was advised that a new Resolution was required specific to the funding request.

 

The cost of the public marina could range from $500,000 to $850,000 depending upon the type of dockage, the amount of grant funds received and the amount available for the City’s matching contribution.

 

RECOMMENDATION

 

The City Commission:

 

1)      Adopt a Resolution Authorizing an Application for Assistance under the 2007-

 

2008 FIND Waterways Assistance Program for Phase II of the Public Marina Dock Project; and, 

 

2)      Authorize the City Manager to execute the funding agreement and implement the funding, including the establishment of appropriate accounts.
