SUBJECT:    Consideration of Completing Emergency Repairs to the Municipal Complex Generator - BP #022A/07

 

 

PURPOSE:

 

Request City Commission authorization to complete emergency repairs to the Municipal Complex generator.

 

BACKGROUND:

 

On September 8, 2007, the Municipal Complex was hit by lightning, resulting in the Municipal Complex’s generator breakdown.  While staff is still investigating the full extent of the damage, it is evident the generator sustained significant damage as its operation capacity has been completely impaired.  Accordingly, staff is working on repairs to ensure the City’s preparedness during an emergency.  Furthermore, while the repairs are being completed, staff will need to replace the generator’s fuel tank and its enclosure.  The automatic switching mechanisms and the Florida Power & Light (FPL) feed must also be restored to enable the use of the generator.

 

DISCUSSION:

 

Southeast Cummins, the City’s generator maintenance contractor, conducted an initial evaluation of the damage on Monday, September 10, 2007 and all identified damaged parts and materials were immediately ordered.  However, a full damage assessment cannot be completed until the generator can be brought back on line and the FPL feed is turned off.

 

At this time, the cost to bring the Municipal Complex generator back on line and complete the other necessary repairs to the fuel tank and the enclosure is estimated at $175,000.  Staff is in the process of contacting various vendors to get this work completed in a timely manner.  As we are in the mist of the hurricane season, and neither City Hall nor the Police Department have a backup power source, I have authorized staff to move forward on the repairs as I believe that if the Municipal Complex loses power, all City operations will be negatively impacted.

 


 

 

RECOMMENDATION:

 

Pursuant to Section 23-107(5), Unique Circumstances, Hallandale Beach Code of Ordinances, authorize the City Manager to complete repairs to the Municipal Complex generator as needed, in an amount not to exceed $175,000.  Furthermore, authorize the

the City Manager to execute all necessary documents and to determine the appropriate accounts for the expenditure.
