CITY OF HALLANDALE BEACH

MEMORANDUM

JC07-031

DATE:            September 07, 2007

TO:                 D. Mike Good, City Manager

FROM:           Mayor Joy F. Cooper

SUBJECT:   CAD#008/07 - Discussion of Adopting a Resolution Opposing the Constitutional Amendment and Budgeting Funds for an Educational Campaign

Please place an item on the September 19, 2007, agenda to discuss the adoption of a Resolution opposing the Constitutional Amendment proposed in SJR 4B (the “Super Exemption”).  As we all know, the proposed Constitutional Amendment is yet another attempt in Tallahassee to erode the Home Rule Authority provided to cities under the Florida Constitution.  As no one understands better the needs of a community than its residents and elected officials, it is extremely important that we take any necessary action to ensure our Home Rule Authority is preserved.

Accordingly, I believe we need to take a stand against any efforts that would in any way undermine the City’s Home Rule Authority.  Adopting the attached resolution is one way to let our leaders in Tallahassee know that we are vigilant and will do whatever it takes to protect our Home Rule authority.

I also believe it is our duty to educate our residents on the impacts the proposed constitutional amendment would have both on our City but also on property owners within the City.  Therefore, I would also like to discuss the possibility of budgeting funds to develop an educational campaign.
